LAVWCD hires new General Manager

Rocky Ford, Colorado, October 21, 2004 -- The Lower Arkansas Valley Water Conservancy District (LAVWCD) announces today that its new General Manager will be Mr. Ralph "Jay" Winner of Pueblo. Mr. Winner has fourteen years of Public Works experience in a resort community in Colorado. Eleven of those years he has served in Director and Senior Management positions. Mr. Winner has extensive knowledge of State and local government codes and procedures. He obtained his B.S. and B. A. degree at University of Southern Colorado-Pueblo. He and his wife Lori currently reside in Pueblo, Colorado. Mr. Winner will start November 1, 2004.
